I'm trying to do so if the id which is an integer in the db and long in my application, happens to be 1. Option a allows me to get ids with only 1 and option b allows me to get ids which contain 1. Also PostgreSQL can store a timestamp, but it does not store a time zone. It only stores the offset of the timezone at the given moment. What you can do to get these results by date is casting to date, rather than using formatting.
